Minecraft Server Setup

I reading a server setup tutorial from gamepedia's site, and it says this:

''Double click the file and the server should start.'', at the Starting the Minecraft server.

But when I do (double-click the file), it just opens it where I can find more files (assets, com, io etc.). How do I get it to work?

Oh the solution was pretty easy, just had to look for it. I went to that location with CMD (cd desktop > cd [folder name]) and then wrote java -jar [folder name].jar. Now I have another problem, which is my friends cannot join.
My friend told my about port forwarding but so far I haven't done any progress. Feel free to answer. probably gonna make own topic for that.
