Minecraft Shaders lag

I recently got a new HP laptop, and I've been getting not-so-great performance with Minecraft + shaders.
Specs:
Intel I7-4510u
NVIDIA GeForce 840m
8 GB RAM
Also, I noticed that on the Intel page for the processor, it says that it can get up to 3.10 GHz, but in my PC info window it's telling me I have 2 GHz. Any ideas?
 


I get a pretty good framerate without shaders (70-110 FPS). the most I've gotten with shaders, however, is about 25 FPS (that is with a lightweight shader, like MrMeep_x3's light shaders. I get even worse with SEUS.)
EDIT 1:I suspect the CPU, though. My old Toshiba had a 2.6 GHz processor in it, which is faster then what it says in my PC info window.
EDIT 2: I checked my heat vents, and they are all clear. According to MSI Afterburner, my core temp hovers right around 50 degrees Celsius while playing with shaders.
 

Yeah, I guess I'll only use them for time lapses and stuff. Also, how would I get my CPU up to the 3.10 GHz that the Intel website shows?
