Not for gaming. Maybe at multi threaded tasks like rendering and stuff like that, but it still would be marginal.

You may be able to render 5 seconds faster with the i5-4590 compared to the i5-4460 but that is pretty much it.

I think the 4590 is a no brainer, there's like £12 difference here in the UK and it's roughly 8% faster than the 4460

I don't think so. If you can get an i5, r9 280 and 8gb ram into your build anything after that is diminishing returns.

I mean you could put in a gtx 970 instead of a 280x maybe, but otherwise you won't see a big difference imo

Yes, if you put that extra into GPU. Can even go with the 4590, if you really want. It is a bit faster than the i5 4460, but the GPU matters far more.

You are going to want a modular PSU, for a mini-itx case. There isn't really enough room, to stuff unused cables.
