I want to repurpose a Mini-ITX ATOM build that has a 360 watt Seasonic PSU ( SSR-360GP 360W ATX12V v2.31 80 PLUS GOLD Certified Active PFC Power Supply ).

I want a fast dual-boot Windows 10 / Linux box.

I'd like to go I7. I don't see any I7's on Newegg with less than 65 watt thermal. I see some i7-6700T 35 watt on Amazon. Can I power any 65 watt I7 on this PSU? If not, is the 3.4ghz i7-6700 on Amazon reasonable?

I can get by with integrated graphics, but do want dual monitor at least 2560 support. Preferably dual hdmi or hdmi+displayport.

I do need a stable system, so might downgrade anywhere on performance to get stability. Perhaps a mobo where I could drop in a new PSU, an I7, and graphics card in a couple years. I've got a LIAN LI PC-Q08B mini-itx tower case so thermal issues probably not a major problem.

Suggestions for mobo and cpu? Thanks.

That Seaconic 360w is a good PSU and will have no issues with the i7-6700 (65w) and then a moderately sized GPU like the GTX 960 (or upcoming GTX 1060). See the build below for an example. The motherboard has built-in WiFi and BT...

Totally behind this. I7 6700 + upcoming gtx 1060 will work on that PSU without issue.

Super, thanks for the prompt reply and confirmations. Can you suggest a lower priced GPU family suitable for this build?

Your psu is a good one, and can power any cpu you want.
The low voltage versions are more expensive and are weaker. You will nave no problem with a I7-6700 if your budget can manage that.

I have been looking for a lga1151 ITX motherboard that has 4k support at 60hz, or even 1600P support.
Such a motherboard seems to be unavailable; read the specs carefully.
I conclude that a discrete graphics card will be needed to do the job.

I have the lian li Q08(red) so I am familiar with what it can do.
You will have no problem with any skylake cpu you want to put in there so long as it does not need overclocking.
The stock cooler will do the job.
Under load, the stock cooler can spin up and get noisy. If that is an issue, there are some low profile coolers with 120mm fans that will do better.
Space is at a premium under the psu so be careful with selection.

The case will support many graphics cards.
A likely good card will be a GTX750ti.
Something less like a GT730(64 bit version) should also do the job.
You need to verify that your monitors will connect and that the resolution and hz rates are acceptable.

The best options cheaper than teh 1060 would be the RX 480/470/460 all in their 4GB versions. Whichever ones you can afford when non-reference ones come out in a week or so. MSRPs would be $200/150/100, but take then with a grain of salt until tehy do come out.

Another very interestiong option for a build such as yours would be this:

The Intel Iris Pro Graphics 6200 integrated in that CPU is quite potent, especially when paired with fast RAM like i selected.

Already some answers to this in the thread, but I will throw in my $0.02... The GT 700 series (710, 720, 730 or 740) aren't going to offer much over your built-in graphics in the i7-6700. Considering your PSU size, and staying under 120w, your options would be with the R9 270, R7 370 / 360 / 265 or GTX 750 TI / 950 / 960. IMHO, the GTX 960 (or upcoming GTX 1060) would be a great option. The RX 470 looks interesting, but hesitant due to lack of info at the moment...
