The Mini PCIe is also a PCIe x1 (electrically) but physically different slot. If both Mini PCIe and PCIe x1 have the same version, then, both should have the same speed.

x1 mini PCIe is most of the time Gen 2.0 .. (500MB/s)

While x1 PCIe slot is Gen 3.0 on modern motherboards (1000MB/s)

so the normal slot if Gen 3.0 will be faster double the bandwidth.

but it is not a big deal for mini PCI-e is mostly used for wifi cards ... and 500MB/s is enough for most WIFI cards

However, if you want high end Wifi card (more than 500MB/s) , they need to use x1 PCIe 3.0 slot .
