minimum and maximum CPU speed?

On the catalyst program i am able too choose the minimum and maximum power too my cpu. Its on a scale from 800mhz too 2800mhz. I can choose the minimum and maximum any where in between those two. Would it be better too set the minimum to 800mhz and max 2800mhz or min 2800mhz and max 2800mhz?

if it's a laptop, leave it as it is. on idle or when not using any process, your cpu will lower to 800 MHz in order to save some battery life. When loaded, it will automatically grow to 2.8 GHz.

Actually its a home computer. 2.8ghz quad core

in any case, your system will handle it by its own. when no power is required, it will use 0.8 GHz, when loaded it will go up to 2800 MHz. There is nothing to worry, it is totally normal. You could adjust this also if you go to :

Control Panel / power plan / advanced. there, you could edit power given to your CPU from 100 to 5 %
