[SOLVED] Minimum graphics for TV tuner on PC?

I recently installed a WinTV tuner at my desktop windows PC and was disappointed to find that the picture was clearly less sharp as when view on a TV located in my bedroom. I do not believe this is the fault of the tuner since it is also apparent when I compare content streamed over the internet (Netflix or You Tube for example). Could this be the fault of my not having a dedicated graphics card as I have been told. What do you think? What graphics card would be appropriate to get as good a picture as I get on my bedroom TV which is 1080p? What is graphics card would be appropriate if I wanted to get best out of my desktop monitor which is 4k? My goal with this system (as described below) is to be able to place all the technology at the Desktop such that the TVs can be looked upon as simple monitors capable of being swapped out with out major reconfiguration. Note that I want to keep my cost down and that I do not need to do high end gaming, video editing etc.

Office Desktop
Mother board: ASRock Z77 Pro 4 with integrated sound and video
Processor: INTEL BOX INTEL CORE I5-3570K
Hard Drive 1: WDOEM WD1TB BLUE SATA6.0 HD (1000 Gb) w/Ubuntu 18.04 Desktop OS
Hard Drive 2: Toshiba (500 GB) w/Windows 10 OS
Memory: CRUCIAL 8GB 4X2D3 1333 DIMM CL
TV tuner: Hauppauge WinTV-quadHD USB connected to outdoor antenna
Internet: Verizon DSL router/modem to desktop with ethernet cable
Monitor: Samsung 28” 4K
Bedroom TV
Samsung 32” smart 1080p to outdoor antenna and to Desktop via HDMI
Livingroom TV
Samsung 50” smart 4K to outdoor antenna and to Desktop via HDMI

Both TVs are connected to an outdoor antenna directly, have wireless access to the internet and are connected to the office desktop with an HDMI cable. The desktop is controlled from all locations with a Logitech K400r wireless keyboard/touch pad.

I have been trying to think on this and come up with an answer that makes sense but let me ask a few questions to clarify.

The image quality is this from direct streams from any source to another TV such as the TV Tuner or Netflix?

Is the image quality similar on the PC the tuner is in?

You should not need a super powerful GPU to do TV Streams. The TV Tuner itself should be able to handle the bulk. But if you are recording to then stream later I would say codec compression could be the cause as some codecs have noticeable compression vs others.
