Minotor Streaking

The past few months, my monitor has been displaying terrible streaking. It gets progressively worse over time, but when I fidget with the VGA plug-in, the intensity of the streaking is reduced (almost completely). There is also some white, powerdy resedue on the VGA plug-in. Basically, I'm wondering if this is a GPU problem or a monitor problem. I'm thinking GPU, and I'm hoping GPU, too, because I'm about to build a new PC, and factoring a new monitor into that build is not something I want to do.

There shouldn't be any kind of residue on any of your adapter connections. Buy a new connector.
