Could a missing 8th pin on a 24 pin connector from the psu cause a PC to start then run off again after less then a second?

Hard to tell what you mean by "8th pin" ... 8th pin from what starting point

8 PWR_ON Gray Power Good

Are you sure then pin just didn't pop out of the connector ? is this a modular cable which can be replaced ?

You can repair the connector using tools and pins / cables whatever which can be purchased at locations such as frozencpu.com

http://www.frozencpu.com/cat/l3/g51/c393/s2099/list/p1/Connectors-Connector_Pins-Molex_Pins-Page1.html

You will need a soldering iron and heat shrink also

All the above parts are universal and will work on all PSUs.

As above 3 options;

1. Are you sure then pin just didn't pop out of the connector ? Solution: Pop it back in

2. Is this a modular cable which can be replaced ? Solution: replace

3. You can repair the connector using tools and pins / cables whatever which can be purchased at locations such as frozencpu.com

http://www.frozencpu.com/products/3835/too-05/Dual_Ende...
http://www.frozencpu.com/cat/l3/g51/c393/s2099/list/p1/...

You will need a soldering iron and heat shrink also

All the above parts are universal and will work on all PSUs.

If the pin and cable is missing entirely, RMA is the only option assuming again, not modular

EDIT: The B1 is nit modular
