Missing a lot of DLL files after Windows 10 update?

I recently built a new computer and upgraded from Windows 10 from 7. Everything works pretty well, but when I try to play Deus Ex: Mankind Divided, I get the error.

The application was unable to start correctly 0x000000142


Motherboard --- ASUS ROG STRIX 8350-F GAMING


Hard Drive --- Seagate 2TB BarraCuda SATA 6Gb/s 64MB Cache 3.5-Inch Internal Hard Drive


Processor --- AMD Ryzen 5 1600 Processor with Wraith Spire Cooler


SSD --- Samsung 850 PRO - 256GB - 2.5-Inch SATA III Internal SSD


RAM --- Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz C15 Desktop Memory Kit - Black


White Tower --- MasterBox 5 Black & White Mid-tower Computer Case with Internal Configuration, ATX, Micro ATX, Mini ITX Support, and Nine SSD mount positions


Power Supply --- EVGA 600W Bronze


Graphics card - EVGA GeForce gtx 960


And I downloaded a program called Dependences Walker and believe I'm missing a lot of DLL files such as API-MS-WIN-CORE-LIBRARYLOADER-L1-2-0.DLL and many like it. Is there some program I need to install?


I've downloaded all the Microsoft + CC I believe, 08, 10, 12, 13, 15 & 17. Tried uninstalling and reinstalling the game in different places. Did the file checker in CMD, but no luck.

 
Solution
Upgrading from 7 to 10 did not work for me that well, so in the end i did a clean install of W10.
(If you do, you do not have to "register" or "activate it", ignore that setting, windows will do that by itself).
Now all my games run much better.
This solution does take a lot of time and patience, so this is just "in case nothing else works".
