Missing CD/DVD Driver even with USB install

trying to rebuild dell inspirion but cannot because it says it is missing drivers during the install.

What model? Does it have Win 7 drivers from Dell? Does it give you an error during setup or after it boots? What's the exact error message and when does it come up?
