Missing DLL file when attempting upgrade to windows 10

Im trying to upgrade to windows 10 and when running the update assistant this pops up, i need windows 10 so i can use my Windows mixed reality headset

I've tryed everything including vcredist files but nothing seems to work
i have also done sfc /scannow

the dll is api-ms-win-core-libraryloader-l1-1-1.dll

It is pre upgrade and activated and yes directly from microsoft and its windows 7

It's a DLL version problem. MS packaged a wrong version of a file into the update assistant.
