Missing dll files after Autochck of C Drive Disk

It's my parents computer so I'm not exactly sure how it started. It has Windows 7 64 bit service Pack 1 os. I asked my dad to try to remember what happened and he said he got a prompt that read "Highly recommended, Need to run autochck of C Drive Disk, press any key to skip this check"

He skipped it once, but when it came up again he let it ago and when he did he said it started listing a bunch of stuff that it was deleting. After that, whenever he tried to start the computer it would freeze right after windows loading screen.

This is when he got me to look at it. When I an it in safemode it still would freeze after getting to \AtiPcie.sys. After googling I found a solution that said to manually set the RAM voltage. So I pulled a stick of RAM out so I could look it up online to see what the needed voltage was and put it back. After starting the computer back up before setting the voltage I was prompted to let the computer some sort of check since it detected hardware had been changed. So I let it so that but it didn't fix the problem. So then I changed the voltage in the BIOS and after doing the the OS loaded.

So that is where I am at now, windows is working but now several programs do not work stating that there are missing various dll files and recommending I re install the programs. The problem with that is Internet Explorer is one of the programs that does not work. Chrome does work, but whenever I try to download a file in Chrome, it gets blocked. According to Chrome the way to fix that is to go into Internet Options and change a setting, but it appears Internet Otions won't open without Internet Explorer.

I don't know what to do. I tried installing a new version of Internet Explorer from IE download I saved to a flash drive onto the computer, but that didn't work, it still said I needed iertutil.dll file to do that.

Some of the files that I am told are missing when trying to open programs: WININET.dll, iertutil.dll, ieframe.dll, URLMON.DLL, helper.dll::Globals

The computer has Microsoft Security Essentials and Malwarebytes Antimalware installed but both have missing dlls, and I cant reinstall them because of not being able to download in chrome and IE not running at all.

Things to note: There is no restore point to go back to. I tried to uninstall IE but was unable to. I do have the Windows 7 disc, not sure whether the dll files needed would even be on there since if there is some kind of repair feature on the disc.

Any help would be greatly appreciated.
 

I did that but it didn't help. It got 72% then said Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log. And when I go to look at the log I get access denied.
