Recently, Command Prompt, Installer & User Initialisation (though userinit.exe only crashed when left for a while before login) started getting 0xc0000142 errors and crashing. After a lot of research, I finally found out that I was missing two AsRock drivers:

AsrSetupDrv.sys
AxtuDrv.sys

All of the other driver file paths are in system 32, however these two are in:

>\??\C:\Windows\SysWOW64\Drivers\<DriverName>

Where can I find the drivers (google searches didn't help)?

SOLVED IT!

The drivers are still missing, but they aren't causing problems.

The 0xc0000142 errors seem to have been caused by Emsisoft Anti-Malware. I uninstalled that and my PC works like a charm!

I tried that - the problem is that I can't install them as the installer (and all installers) crashes with the 0xc0000142 error

Try a system restore point to a time when this worked. Did you do a virus scan? You can boot off a rescue disk and do the scan outside of the OS so the crashing won't get in the way. Avira has a rescue disk you can build that is free and I've used it several times with success.

I did that, it found some PUPs that I removed, but a few days later it started acting up again
