missing icons and desktop windows 8

I am unable to find my icons, I have been trying to get into Safe mode, Comodo Dragon won't let me fix ANYTHINGand I want to uninstall it to get everything BACK.

Winkey plus C to get Charms Menu/Power/Hold down Shift key and select Restart.
Choose Troubleshoot then Advanced Options, Startup Settings.
Machine reboots, choose relevant option

I did the Windows plus C, got the menu, it doesn't say anything about Restart, I don't have Restart so there has to be another way for me to clear up this heavy problem.

F8 during boot to get to safe mode.

Sorry, should read 'Settings' then 'Power Icon'

Remember to hold down Shift Key when you select Restart

none of that worked, so the only way I could fix the problem was to be able to get to the system recovery to create a recovery, went back to before I had problem, and I got everything back!!
thank you anyway, I haven't had any problems since then.
