Question Missing icons

Hi, I am having a problem with my icons which has been bugging me for a while now. Quite a few are missing. Occasionally they fix themselves and sometimes they break themselves again.

I have tried deleting icon cache many times and it doesn't work. Only 2 icon cache files wouldn't let me delete them but since some fix themselves and some break themselves at random times, something else must be causing this.

If the broken icons are for things in the Start menu, you can drag them from there to the desktop using the left mouse button.
The icons are broken no matter their location. Those images are my broken icons on the desktop, except for the last one which it comparing 1 broken icon to 3 working ones.

Any error messages at all? E.g., "path not found", "no admin rights", etc..
Nothing. I can open the programs but after trying over and over I just can't see anything but a white piece of paper as an icon. Sometimes one icon fixes itself but soon after usually another breaks or it does again.

EDIT: When writing this Slime Rancher had a broken icon (like in the images at the top of this thread) and about 10 minutes later if fixed itself and Minecraft broke itself

Check the Startup Tab in Task Manager - do you see any utility programs or any other applications for that matter being launched at startup that you do not recognize or want running in the background.

If you download games there may have been something else that came along and is trying to do who knows what.

In Windows Explorer, try changing the view: instead of icons, try details. Then resize the icons. Explore the "View" (Folder) options first and then try some testing in a single folder. Change only one parameter at a time and determine if you can get the icons to appear as they should and continue to do so.

Try running "sfc /scannow" (without quotes) via the command prompt.

I have done all of these steps and unfortunately no luck.

I am running Windows 10 Pro with the latest updates. There is no pattern to which icons break. Icons that come with windows out of the box are fine but VS Code and a few games have icons that are just paper and not what they are supposed to be.
