Missing or corrupted widows vista installer

I have tried to update skype, a note from skype " the windows installer could not be accessed". I run vista 32, it appear that msiexec.exe is missing.

Is that file actually missing? It's a core part of Windows, so should not be. You can copy the file from another same version of Vista, or try to do a repair setup of Vista.
