missing sys files

Iv'e just built a pc so far Iv'e gone through fdisk did that formatted it and started in installing win98 se it installed windows but when it restarts to load up windows for the first time it comes up with error loading file ios.sys Iv'e tried installing win95 and ME they both have the same problem all up Iv'e installed 6 different windows cd's and came up with the same problem every time I can get into win95 by going through safe mode but can't get in there normally thanks in advance
 
Have you got a Windows startup floppy disk or a standard boot disk?

This will have IO.SYS on it. Hopefully you'll have a bootdisk from an older system/install. See if you can replace your IO.SYS with this one. It might work.

I have seen that problem when using UDMA100 hard drives with some VIA UDMA controllers (On PC Chips system boards). To check this go into the BIOS and look for an option like "primary IDE mode - UDMA" and change it to "PIO 4" this is slow as hell (16MB/s) but will prove where the fault is.
