I thought someone had said that the mission slider didn't increase
Mission Reward Exp.

But when I was at level 13 on Tenacious I got 171 for completing a
mission, and on unyielding i got 525.

hmmm.....

It didn't...

But it was fixed/changed in a recent update.
(But I don't think it was in the patch notes.)

It's an NPC who will change your difficulty - for a fee.
There's one in every normal zone (not hazard zones).

In Atlas he's behind city hall, ne corner.
In Kings row there's one a little west of the trainer.
In Steel it's on the west side of the statue in the center.

The technically erroneous name that everybody uses for the Hero Corps
Field Analysts who can adjust the difficulty of your missions for a
price. People got started using that term back before they were
introduced, when people thought it would take the form of a slider
that you could adjust (like the ones for body type in character
creation) rather than the "pick a difficulty from the list" type that
it is now, and it stuck.
