Question Mixed Signals - Bottleneck

Im having complete mixed signals between task manager, msi afterburner and xbox game manager.

So im going to list my build so you guys can please confirm that is my cpu bottlenecking my gpu (even so one of the reading says my gpu is being used 100%)

Here it goes:

RTX 3080

I7 8700

32gb ddr4 3000mhz

SSD

That said, considering that its a CPU bottleneck, how much more frames would i get in a high cpu intense gaming, if i get the latest generations of i7s

The CPU creates the framerate, the GPU provides the eyecandy.

The "latest generation i7" requires a whole new motherboard and RAM.

"how much" is not a number....but "some".
 
I just checked the numbers on nvidia software, and im using like 70% of my cpu and 40% of my gpu, this doesnt make any sense..
 
Well, on all cores my CPU isnt being utilized at its fullest, neither is my GPU. What makes me think it doesnt makes sense is the fact that my hardware isnt being fully utilized.

Games rarely use more than 1 or 2 cores.

The CPU is giving all it can.
The GPU is taking that, and doing what it does.

If the CPU were able to provide more frames per second, the GPU could do more.
