Question mobile 4060 vs mobile 4070 - - - worth the cost difference?

Purchased this lenovo on sale

Lenovo LOQ 15.6" Gaming Laptop FHD AMD Ryzen 7 7435HS with 16GB Memory NVIDIA GeForce RTX 4060 8GB 512GB SSD Luna Grey 83JC0000US - Best Buy

There was an HP i liked but it was like $1300 so i passed on it

HP Victus 16.1" Gaming Laptop AMD Ryzen 7-8845HS 16GB DDR5 Memory NVIDIA GeForce RTX 4070 512GB SSD Mica Silver 16-s1023dx - Best Buy

But now the HP is $899 with a 4070 instead of lenovo 4060. Looks llke the wattage for 4060 mobile is 105w vs 4070 115W.

Basically when i play 7 Days to Die my CPU is only averaging 30% to 40% but my GPU is at 100% all game.

I would have to get someone to cover the cost difference until i get this one returned if needed. Elder Scrolls online has some dips down to 70 fps every once in awhile but obviously very enjoyable. So is it worth it to go through the hassle of returning or just stick with what i have?

First thing I'd try and do is see if the BIOS is pending update on your Lenovo, then see if your OS is pending an update.

Following that, you could try and use DDU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then manually reinstall the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

If you look at the specs to both your laptops, they have the same resolution and refresh rate apart from the slightly larger panel on the HP. I wouldn't go with the hassle of returning the laptop if you need to fork out the money for the other laptop. Had you stated that you can return the laptop and the next unit would be covered by the outlet, alongside some store credit, I'd have said, go for the free upgrade.

I will try your suggestions. Yeah, technically not a free upgrade. Would cost me $100 more in the end. Not terrible but the whole process or asking help to cover the faster HP but being in debt until the refund would go through but who knows how long bestbuy would take. Will definetly update the drivers for sure!
