Mobile GTX 1050 ti not opperating right. Clocking at 350mhz instead of 1100

Im not sure what is going on. But im having issues with my laptop. Its an HP omen with i7-7700hq, 8gb ram, 1050ti gpu. I was able to play games at 60+ fps and i was getting 18-19k scores on 3d mark. Now im getting anywhere from 15 to 25 fps with 6k average on 3d mark. The gpu shows core clock 350mhz and memory clock at 1752mhz as opposed to 1100 on core clock and same memory clock like it used to. Ive tried everything i can think of. Ive uninstalled gforce experience after trying to optimize for games i play. . . Changing power settings to peformance etc. Any information would be appreciated.

Have you update any drivers or components right before this problem accured or your computer do any self updates??? I ask because i had this problem with my brother alienware. It took me almost a week to find that after he updated his bios and a few of his componets his bios settings were altered and was distributing power to compoents inproberly so i had to reset the bios and reupdate the whole system
