Question Mobile Hotspot

Hi all, got a.... stupid question maybe? I have ano appauling upload speed of 0.7mbps and want to try streaming. Is there any way of me being able to use my phones hotspot JUST for the upload and not download? TIA

Nope they have different ip addresses so there would be no way for equipment on the internet to know that the traffic was related.
