Question Mobo + CPU for 4.6 Ghz i5 9600k

What is a good CPU and mobo pairing for the i5 9600k get it to around 4.6 GHz at the cheapest price?

Cheap can have a different meaning on the type of person you ask(and depending on how deep their wallets run). Mind sharing what your budget for CPU+motherboard(and ram) is and where you're located? Preferred site for purchase would help us two fold.

No problem and sorry for not saying this earlier. The budget for the mobo and cpu cooler would be preferably under 200, and I live overseas in Hong Kong but shipping should not be too much of an issue. Thanks!
