Mobo/CPU/RAM/PSU-only wont boot

I have tried building my first PC.
Components:
Gigabyte Z87N-wifi motherboard
Corsair CX500M PSU
i7 4770k CPU
2x Corsair RAM modules
CPU fan

I have connected all together and the system wont boot.

Connections
24pin + 4pin CPU plugs on Mobo
CPU in socket,
CPU fan in socket
RAM in socket (tried all possible combos with RAM)

Tried the PSU clip test. PSU starts and fan works ok

When no 4-pin CPU plug is plugged (only 24pin plugged), CPU & PSU fan spin for a couple of seconds and then stop (with or without the CPU in socket). This sequence repeats by itself every few seconds

When 4-pin CPU power plug is plugged (24pin plug also plugged), the fans try starting to work but wont spin. They move momentarily and then nothing. No repeating

The mobo was attached to case and then removed from case and placed on an insulating antistatic material to verify no shorting was to fault.

Im really frustrated and disappointed. Was hoping to get my first system up and running. Any idea what else i can try or what may have caused this?

But i have also removed it from the case to a static-free environment, unless you mean that i may have damaged it already. Im quite sure i have treated it with care though

Try running it outside of the case and make sure everythings plugged in properly, try a different socket aswell, make sure your cpu fan connecter is plugged in, I also had this problem, all I did was turn the psu off at the back, take the power cord out, plug it back in and it rebooted, and also make sure when your booting outside the case, that the mobo is on the mobo box, and not touching anything else (cables etc)

EDIT: This may sound stupid but my friend did it. Try taking the power on button out of your case, his power button stuck, so when he booted it the pc turned off straight after, if you can just take that and power reset button off the case and try pressing it then

Tried it in the case. Also took it outside the case and onto an antistatic surface. Everytime i booted it i always took off the plug and back in. I also removed the button and booted it by shorting the two pins directly on the mobo used for the power switch.
Result is the same. CPU fan removed and reattached within the tests. Again result is the same

Are you sure that you have all of the mobo power connectors plugged in? On my Z87 system the CPU power connector is 4+4 pins, not just 4 pins. Do you have both 4 pin connectors plugged in for the CPU power?

Are you sure that you have all of the mobo power connectors plugged in? On my Z87 system the CPU power connector is 4+4 pins, not just 4 pins. Do you have both 4 pin connectors plugged in for the CPU power?

Also for anyone who understand better, without the 4-pin CPU in place, the system (fans, GFX card, etc) tries to start for a few seconds but then halts which i presume is natural. The mobo manual states that without the 4-pin in place, the system will fail to start. But atleast i can see some "life" in it.
As soon as the 4-pin is in place, its dead.
I measured the voltage of the 4-pin CPU plug when its unplugged or while doing the paperclip PSU test and it outputs 12.24V constantly.
Attaching it on the board and remeasuring, it goes up to 4V something momentarily (less than 0.5 second), drops to 0 and stays in 0

The last thing I can really think of is resetting your bios or trying a different psu, if you can borrow one etc

I can confirm that it is not a PSU issue. Brand new Thermaltake Hamburg 530W was just unboxed and tested. Same issue as before. No 4-pin CPU power cable attached, fans spin briefly and stop. Cable attached, no response. This leaves either the MoBo or the 4770 CPU as the reason.
Any other idea what i can try before shipping the MoBo back?

If you are not seeing a full 12 v. at the 4 pin CPU connector when connected to the MB, I would say that there has to be a problem with the new PSU.

But thats 2 brand new PSU's, same effect. I have a feeling its not the 2 PSU's I've tried. Is it possible that the PSU's can detect and shut down the power if they detect something wrong with the MOBO?

I guess that's some sort of a short in the motherboard. Try removing the CPU, connect only the 24 pin power cable and a fan to one of the 3 pin headers. See if consistently spinning when starting the board.
Are you using a backplate for the CPU fan?

Will try the fan only. Should i expect continuous spinning or will it stop and restart after a few seconds as its the case now (without the cpu power cable attached; see above)??

Sorry forgot to reply to that one. There was a plate which i installed when i added the CPU fan. The plate was then removed altogether when i realised that the mobo wouldnt boot. Gans were always connected on the mobo. Dont have wires to connect them to CPU molex

I think you should RMA the board. Not 100% sure, but close. When receiving the new one, test it firstly outside the case with minimum components. Use the stock fan (no backplate).
