Mobo CPU RAM worth the upgrade? i5-7500 to i7-8700 16 to 32gb?

Current Setup
gigabyte B250m
i5-7500
palit 1070
2x8gb sticks
sandisk 512gb

Upgrading to
gigabyte Z370 HD3 (upgrade)
i7-8700 (upgrade)
palit 1070
4x8gb sticks (upgrade)
sandisk 512gb

Currently running on more then 10 tabs in chrome and mozila due to work stuff and some minor editing + photoshop. My cpu usage is at 55% ++ constant & ram running at 60% ++ and i find it very slow and hangs sometimes

If i were to upgrade to a i7 8700 and 32gb ram will i enjoy a smoother experience? will i even realize and see a difference? or please recommend me what to upgrade thankss guys

If you are going to do a lot of productivity work then maybe go with a Ryzen 2600 or 2700. The Ryzen will give you more cores and threads for cheaper then intel.

have never tried amd before, i do some hard core gaming too so would it be better to get amd > intel ?

The 8700 would be better for gaming, although AMD is getting closer in performance. If you are going to get a Z270 board then you might want to get the 8700k so you can overclock. If you are getting a normal 8700 you can save a little and get a H370 or B360 board, be aware they only support up to 2666 speed RAM.
