Mobo doesnt boot up with 2 sticks of ram

I just built my new pc, ran it everything seems to work fine except there is a led light on the debug for ram. No display was goven off when i put both rams in, used Dimm 2 and 4. Removed Dimm 4 and the system worked. I downloaded windows and updates bios to latest version. Tried installing the ram, wouldnt boot up again. Enables xmp settings and boost for ram on the bios that doesnt work either. Swapped the rams on dimm2 to check if the sticks were the problem and it seems to work fine. However, running one ram on all dimm slots only 1 and 2 worked 3 and 4 dont seem to boot up the system. On the bios, one ram stick was detected and is running on 3200 mhz. Any one have a clye what the problem might be?

Mobo: msi z390 a pro
Ram: 2×8 corsair vengence 3200 mhz
Gpu:msi armor rtx 2070
Master cooler power supply
Sata ssd and hdd installed
Corsair H100i pro rgb water cooling system
Nzxt h500 case

So the system boots up when installing the ram sticks in slots 1+2, never works with slots 3 or 4. the system showed 16gb of ram when enabling xmp but the frequency is much lower that the ram sticks capabilities about 2300 mhz when its supposed to be 3200mhz. I suspected that too but im kind of wishing its a problem with the software not enabling dual channel.
