Question Mobo faulty

I recent purchased an MSI B450M Bazooka V2. My problem with it is that when I connect the 24 pin connector to the mobo it wouldn’t power my USB ports. While I’m on the same topic of my mobo, I also purchased a Ryzen 2600X. For some reason my system wouldn’t boot up and I wouldn’t see the boot LED turn on my motherboard. I need help!

What are full system specs? Other components, RAM, VGA, PSU ... ?
