Mobo heatsink question

So I first thought this issue was my case.
But I have recently upgraded ans I am still having the same issue if not worse due to no top fans.

I'm running the 970A gaming pro carbon. My issue is tmp2 on the mobo (using corsair link) is idling at around 45c and get up to 55-70c
It's the heatsink under the cpu but above pcie slot. From what I remember that's my northbridge

If so are these temps cool? Don't wanna get anything
Fx-8350 cpu
970A gaming pro carbon
Thermaltake view 27 case
16GB ram gskill
Gtx 960
Ssd blah blah

Cpu and gpu both liquid cooled
Cpu dual 120 rad up Front on bottom two slots with push pull using 2 corsair hd120 rgb fans
Top slot using one corsair hd120

Gpu rad is on only back slot fan case with push pull using corsair sp non rgb fan and a thermaltake red Riing fan.

So there's my setup and help would be great if these temps are fine then I'll stop worrying.

Your system is throttling at 70c so you could way to high. It takes a very high end cooler to handle the FX anywhere over 4.4Ghz. That is up around the 9000 series. While your 970A can handle the overclocks its VRM's may not allow for the best fine tuning. The 990FX motherboards have better VRM's for overclocking.
