Question Mobo lights up, doesnt do anything else

Here's my conundrum. Bought a new case, motherboard, Asus tug z270, g4600 cpu, new psu 750w. Connected it and only power light comes on, no fan or anything else. Returned the mobo and got an Asus Prime 270p.. same problem. I tried to short the prongs but nothing, no fans, just mobo lights up. What is happening? I'm beginning to take it personally.

maybe is the case or forgot to connect some cable?

It's a new case and I made sure I connected it correctly. This 2nd mobo I don't have the cpu yet so it's hooked up to see if cooler spins and it doesn't. I used the paper clip on the psu and it works so it's not that. Thanks for your response.
