Mobo no post, locks CDROM drives

One of my friends got a older P2 400 system with an Intel made 440BX board. The system will work sometimes, but it will go to sleep/standby and will not function again for some time. When it is acting up it will not post, soft-off does not work, if the CDROM drives are plugged into the IDE channels they do not preform a self check and the trays will not open when the eject button is pushed. Any ideas, I couldnt get the machine to post when I was over there so I dont have much to go on. I pulled all the cards out and try booting it that way, I checked all the connections, jumpers, IDE device jumpers. Im saying the board is shot, but if anybody else has any ideas I would like to here them.

if you pulled all the cards out then it wont POST anyway- you need a vid card to post.
Try this:
remove all cards except vid card, and ram. disconnect all devices (hard drives/floppy/cd etc). See if it will post then, if so, add 1 component at a time till it posts, also, whilst removing cards, remove/replace the CPU and ram, and the power connecter on the board, also maybe try a different ram socket.
