Mobo or power supply dead ?

i bought new graphic card and i start play bf4 after 15 minut pc turned off house electricity turned off too ) and when i turn on electricity pc not boot anymore
my pc asus amd formula iv crossair

amd phenom ii x6 1100t
8gb ram
1500 hdd
msi r9 380 4gb gamming (new) video card
650 w power supply

anyone can tell me what problem ? mobo dead or power supply ( thx and sorry for my english

Does the fan on the PSU turn on?

The easiest way to tell about the PSU is to buy a new one, and swap it out. The odds are more likely for the PSU than the MB in my experience.
