Question Mobo problem or software?

Hi everyone!

I have just built a new system:

i9600k (no OC)
MB: Asus ROG strix z390-e gaming
Memory: Kingston Predator 3200 XMP 2x8GB kit
Asus ROG 2070 RTX OC
M.2 Samsung SSD 970 Evo
PSU - FSP 1000 platinum

BIOS - latest version, freshly installed Win 10 pro with latest updates, vid drivers - latest.

... and it doesn't work.

OS either does not start, or, if started, Metro Exodus, e.g., freezes at the very first cut scene (any graphics settings), Wolfenstein New Order - playable, but freezes at cut scenes, or the system may freeze without any game/app running with the BSOD watchdog timeout.

Tried different PCI-E slots for the RTX, tried another graphic card (both worked fine at the previous configuration), tried another mem module (also different mem slots), tried another m.2 SSD - the result is all the same. Tried re-assembling everything.

System works perfectly stable at the integrated video - no halts, perfect boot, stress tested at AIDA64 for 4 hours, so my good guess is that any external graphic card causes system to malfunction.

The question itself: are there any possible BIOS points/options that could be marked/unmarked that could cause such behaviour? Or any other software tweaks? I intend to return mobo for diagnosis but I want to make sure that I have tried everything prior to that.

Any your thoughts will be much appreciated, I've been struggling with my hardware for more than two months (built myself three previous configurations without any problems).
