Mobo Problems

Ive been trying to get this setup runing

CPU: Intel P4 3.0 SL8JZ, Prescott
BIOSTAR 478 VIA P4M900 Micro ATX Intel Motherboard
ASUS GeForce 8400GS 512MB 64-bit GDDR2 PCI Express x16 Video Card
A-DATA V-series 4GB (2 x 2GB) DDR2 SDRAM 667
Sunbeam - 580W PSU +3.3V@30A +5V@36A +12V@25A

I was wondering my LAN on the onboard only lights up the green light, not the yellow/orange and it does not work when im on windows. Does this mean my mobo is fryed?

Also witht he video card installed the system will not boot, the power supply just makes a noise. Does that mean i dont have the power?, its a really cheap psu, im using untill i can get a better quality one, also when in bios the system sais the 12V rail only pulls 11.5Amps.

Any tips or help you can give me would be much appreciated, thanks

Ok. yeah i went threw the checklist, ive tryed everything on there that you can do. Ive been trying to install the drivers for my lan but they wont even finish the install. I flashed the bios to the newist verson.

Would geting that cpu paste or the bolts and case touching the board in a wrong spot short out the computer? ive looked the board up and down and i dont see anything burnt. On the LAN i only get the green light to light up when i plug in the psu and flip the switch. So im just guessing the board is fryed

Have you tried getting the system to run with the motherboard outside of the case as suggested in the checklist?

Yup i have it sitting on its box, for benchtesting
