MOBO shorted, got new one, but PSU makes buzzing noise

so before I shorted my motherboard, because I accidently put too much thermal paste on my CPU and some went on the pins, I cleaned it fine now but my mobo doesn't work at all. So I went to grab a new one and everything is connected properly, all the pins are connected to where they should be. I plug the computer to the wall jack and all the leds are green, meaning there is power on the board, but I cannot turn on my computer. (brand new, no OS on it). When I turn on the psu I hear a small buzzing noise and I'm wondering if I shorted my mobo in the past will that affect other parts including my PSU?
 
bump, sorry guys I really need help on this, anyone that can help please? Sure that my other parts can be affected by the short, but how do I check? my power supply is apparently giving power to the board, but I'm not able to turn on the computer on the chasis or on the mobo power switch? What can be the cause of that problem?
 
try them out and hope for the best I assume ??? but you still don't know what started it ?? gpu serge ?? vid card short or overload something through the pci-e slot?? or the board just short in a ''safe'' spot or in through the voltage regulation and it carried over to all parts connected ??--
