[SOLVED] Mobo turns on and off and cpu red light

b450 tomahawk
Ryzen 5 3600x
Rtx 2060
Be quiet! dark rock 4
650w psu

When i attempt to turn on my computer my motherboard makes a noise very similar to sparking and the cpu red light next to my ram turns on and then the pc turns off instantly

Im assuming it my psu but i wanna get other peoples opinions
