Question Mobo usb ports only working

The only thing that powers on are the USB ports on my rog strix b450 mobo.

Nothing just the mouse and keyboard where connected and they light up also the Asus logo on the mobo lights up

Monitor plugged into gpu?
I would try reseating ram, gpu, and cpu.

Yeah I tried plugging in both mobo and GPU and reseating I tried 2 different cpus 1300x and 2600 3 different psu and 2 different mobos. Same results.except that on the 350 mobo the USB ports weren't working
