Question Motherboard will not POST ?

I tried a recommended build from this site. I have built a bunch of systems over the years but this one will not POST at all.

I have the board out of the case on cardboard with just the power supply, CPU, and one stick of ram. I have used the qflash utility to update the bios, reset the CMOS battery, and tried letting it boot for over five minutes. I jump the power switch and a yellow CPU light just blinks and I don't think it has booted but I don't have any onboard video. I would expect the power supply to spool up and for the ram led light to come on as well.

Any ideas?
