Moddable FPS

What game is good for modding? I'm looking for something that has a skill system and allows for stealth and combat both. First person view is preferable.

Should I wait for HL2 and try to add skills (which shouldn't be _terribly_ difficult), or should I go with Deus Ex, which is the only game of which I am aware that has skills and stealth both? Or is the Unreal engine sufficient to the task? If so, what version?
 
Morrowind! It has a good editor included, and <i>everything</i> can be changed. I know it's an 'RPG' but I think that with a bit of tinkering you can come up with something.

I'm not sure how modable (sp.?) it is, but No One Lives Forever 2 had a skill system, one of which was for stealth. You couldn't hide anywhere, only in certain areas so it may not be what you're looking for.
 
I'd definitely go with Deus Ex. Nothing I've ever played comes close in terms of skill complexity, other than all-out RPGs; and it has the best stealth I've seen outside of the Thief series. The combat is of course slightly off-kilter compared to your average FPS, but it's an improvement in my opinion; and you can always make it more conventional if you like. After all, it uses the Unreal Tournament engine!
