Modem Indicates No IP Address

I purchased a Netgear router in the states and set it up before my daughter took it over to Japan. She hooked it up over there and could not get it to work. We worked together and reset the router to default settings. It looks like the laptop is connected to the router, but the router indicates "No IP address". We verified that by hooking the laptop directly to the Broadcom modem (in her dorm) she is able to get on the net. The modem is hardwired and no on/off switch, so cannot turn it off prior to hooking up the router. We have tried to disconnect everything, turn the router off, plug everything back and then turn the router back on. When diagnosing the connection, it shows connection between the laptop and router but not router to modem. The lights on the router indicate "No IP address". Any ideas?

The router needs to be configured with a static IP address which is on the same subnet as the modem. The default gateway of the router will need to be the IP address of the modem. The router needs to connect to the modem via a LAN port.

If you don't know the IP address of the modem or can't access its configuration page, you can run a tracert command; the last hop before time-out should be the modem.

Alternatively, if the router and modem use the same type of cable to connect to the Internet, simply ditch the modem and configure the router with the ISP's settings.
