Question Modem not working when it's connected to UPS?

My cpu PC, monitor and modem are connected to seperate sockets on the UPS which then runs to wall
Everything works when power is on.

But when power goes down , pc works but modem doesn't, it keeps restarting.

Modem works when connected directly to wall socket.

What make and model UPS? Age, condition?

No other interim power strips or additional surge protectors - correct?

Some outlets on a UPS are not provided backup battery power - those outlets are just a direct passthrough and when power goes off then that outlet is likewise off.

And if the modem is receiving stable power via a working wall outlet then the UPS outlet that was being used by the modem would be suspect if power is not consistent via that outlet.
