I'm looking for free software that will control sound on the PC.

I want to even out sound when streaming, and when playing back video files and playing computer games.

No more whispers I can't hear. Anything below XX decibels gets automatically increased.

No more explosions and music that cause my ears AGONY PAIN. Anything above XX decibels is decreased.

The technical term for this is "dynamic range compression". Your audio hardware control may have that option.

And I meant the control software for your PC audio hardware.

It's called audio normalisation, windows calles it Loudness Equalization.
It only works if the hardware supports it, if you don't have an enhanced tab your hardware doesn't support it.
