[SOLVED] Modern Warfare "DirectX encountered an unrecoverable error."

When ever I try to launch the game, it crashes and I get the error: "DirectX encountered an unrecoverable error. Check the readme for possible solutions." I can't seem to fix the issue.
Here are the things I have tried:
-Reinstalling Windows
-Full Graphics driver reinstall
-Using old graphics drivers
-Using studio drivers instead
-Deleting cache folder
-Reinstalling the game
-Verifying game files
-Flashing GPU firmware
-Updating BIOS
I don't know what to do from here, hopefully I can get some ideas here.

Often with any Dx errors it means Dx files are corrupt, not installed, or not up to date. Many games have a Dx installer in their Redist folder, so look there if you haven't.
