modifying PSU for external hard drive

i have watched on utube about modifying a standard ATX PSU (jumping the green and black wires) to power it up without a computer. and it does have a off and on switch.
am wondering if i could use this modification for powering hard drives externally. i have bought quite a few of the HDrive adaptors and its always the power supply that fails and on a couple of occassions have blown the hard drive. as i have quite a few old IDE and SATA drives, that i use as externals.

If your talking about the paper clip test thats to test your power supply weather good or bad so I dont know if this would work in that case just to power hard drives.
