Moniter goes beyond the screen at max resolution

I had a old computer that ran at 1440x900 and in the last month, whenever it was at max resolution it would sort of go beyond the screen, and look like it was at a lower resolution, I got a new 21.5 1080p monitor, and to my horror it does the exact same thing, whats the issue? Is it my graphics card going bad, or a setting?

My graphics card is a hd5770.

Set the monitor to its 'native' setting for best results. Then if the type is too small (or too large) set the DPI to your desired level.
