I have a AOC g2460pqu 24" monitor. It is set to 144hz as the image displays, however it feels like 60hz. I have used a different 144hz monitor and I know there is a significant difference.

My graphics card is a radeon 7950 and I'm using a DVI D Dual Link cable.

Everything is enabled for 144hz to take place, but it feels/is displaying 60hz. I've changed the Refresh Rate to 50 to test and it changed to 50hz.

The GPU and the Monitor have the latest drivers. The monitors brand new, so straight out the box.

I've tried this and it detects 144hz and 144p, but, on windows and in games it is still feeling like 60hz

Games are running above 144 FPS (i.e. CS GO)
V Sync is Off globally.
Frequency is set to 144hz
Yes this is powerful enough to run games above 144

I am not sure whether this is the case, because I only have the one cable, but, the colours are amazing and everything displays as it should but the refresh rate

Well if the browser test shows the correct framerate and CSGO shows 144hz+ and all your settings are correct then the cable might be the issue. Another thing to try is using a DisplayPort cable as I think it will support 1440P/144hz.

I have purchased a new DVI cable and a displayport cable, so I will wait to test these out. Thank you for the prompt response

Probably not as a similar question was asked here (Toms) and apparently you can still use a DVI-D plug in a DVI-I GPU and still get the 144hz.

Ah, okay, well I have ordered a DisplayPort to Mini Displayport cable to see if this works

If you tested with both cords, made sure that its setup correctly in AMD CCC and it shows up as 144hz in the testufo then i'm not really sure what to tell you then. Maybe see if there's a setting on your monitor (physical button?) to change it to 144hz.

The monitor should run @144hz with the DisplayPort cable.

Also your monitor is 1080P, not 1440P, if you have it set to a higher resolution it may not support that higher FPS so lower it back down to 1080P/144hz and see if that helps.

Well, the resolution I am using is 1080p and within windows I have set the 144hz refresh rate and I have set it within AMD CCC, I am using a DisplayPort to Mini for my Gigabyte 7950.

I used test UFO and it detects my monitor to be 144HZ, I have used both DVI-D (dual link) and DisplayPort and none of them seem any different, I select the 144HZ option within windows and my AMD drivers and they still feel like 60hz

Gaming still suffers screen tearing with VSYNC on, (when its capped at 144FPS) but, my friend has a 144hz monitor and he came around to clarify it was not 144hz
