is it safe to use my LG 32LK430 ldc tv as my monitor?

Yes it's safe. As long as the image is not stationary for long periods of time there is nothing to worry about.
If you plan on using it as a dedicated monitor be sure to have your screen saver enabled and also let it go into sleep mode from power settings.
Leaving it stationary for long periods of time could leave an imprint on the lcd (but it would take hours).
