[SOLVED] Monitor and HDMI

I just bought a new monitor with refresh rate of 60hz, but it doesn't seem like everything is running in 60 fps. Some windows animations, and from time to time in some games. Is it maybe because of HDMI cable? Youtube videos are running perfectly in 60 fps. HDMi cable came with monitor. It is completely new.

I don´t think it´s an HDMI issue

Check your SSD´s connection. Is it connected to SATA 3 and not sata 2?

use samsung magician to check your SSD and if available update the firmware of it

check the temperature of your CPU using the tool coretemp. read the max. temp. while windows is lagging

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

I know that, and GPU can run most of the games in 60 fps, but some animations on windows like clicking on windows button doesn't seen so fluid. It's like it is running in 30 fps. Maybe I could try changing hdmi ports( to change sides)?
