Question Monitor Black Screen, Mouse not responding

As the title says when I boot up my PC both my monitors stay black and say "no signal detected" my mouse also does not turn on. The keyboard does however but doesn't respond to anything I press. I had an issue with this in the past and what fixed it was downloading windows 10 onto a USB and reinstalling it. I've tried this again and it does not appear to be recognizing the USB as usually there is an LED that turns on when the USB is connected. Other solutions I have attempted are removing the CMOS battery, swapping out ram spots, holding down the power button for 30secs and leaving the computer turned off and unplugged for a day.

full system spec? include make and model of the psu

recheck all cable inside the pc?
