I'm ruling out the fact that it is not a HDMI issue, as I have tried two cables from two TVs, and also connected the playstation to the monitor with the issue itself. No issues with any of it. Also, there would be an analog/HDMI icon on the top left of my screen as if it was trying to search for one of them, which is why I ruled it out being a HDMI issue.
This all started when one of my games crashed and I couldn't open up task manager to close the game. I got a bit impatient and decided to restart the PC using the restart button, not the power button. This lead to my PC having an update or w/e Microsoft does on the frequent basis, and it got stuck on 99% for over an hour, so I decided to turn off and try again the next day. I did, and the PC ran... but it began to do these weird annoying flashes and now I can't get it to stop. I've tried disabling the display adapters and also updated them, but no fix.
